Mary L. Carrido founded MLC & Associates, Inc. twenty years ago and serves as its President and CEO. MLC is an international business-consulting firm specializing in Disaster Recovery Planning and is based in Port Orchard, Washington (a suburb of the Greater Seattle area) with affiliate office in Newport Beach, California.

Ms. Carrido expertise and capabilities are well-known and she currently serves on several boards and committees including a member of the Congressional Hazards Caucus Alliance, the Advisory Board for CXO America, board member for the Global Alliance for Disaster Reduction (GADR), International Decade for Natural Disaster Reduction (IDNDR), The University of Southern California Coaches Council, and is the Chairperson for the California University of Dominguez Hills President's Advisor Board.

In addition to her current responsibilities, Ms. Carrido is recognized as a leader in the industry of Contingency Planning and Mitigation and served as National Chairman and CEO of the Association of Contingency Planners (ACP) in 1998 and 1996. She maintains affiliations in several industry organizations such as the private sector committee for The National Emergency Managers Association (NEMA). In the past, she sat on the Board of Directors for the Business and Industry Council for Emergency Planning and Preparedness (BICEPP) for two consecutive terms and was appointed to the Advisory Board for the University of North Texas for their Disaster Recovery Program. In July 1999, Ms. Carrido was a member of the U.S. delegation to the United Nations program forum on the International Decade for Natural Disaster Reduction (IDNDR) held in Geneva, Switzerland.

Ms. Carrido is a visionary and is a founding member of the Business Alliance for Earthquake Education and Mitigation that worked with the U.S. Geologic Survey to promote community and business earthquake preparedness. She served on the California Clearing House Disaster Recovery Task Force and on (past) Governor Deukmajian's Seismic Safety Commission Committee to develop guidelines for emergency assistance for financial institutions to utilize automated methods to access vital data from banks.

Ms. Carrido is a co-founder of the Disaster Recovery Business Alliance (DRBA) working to promote private and public partnerships that help communities attain economic sustainability before, during and after a disaster. Ms. Carrido's efforts also led to the signing of a Memorandum of Understanding (MOU) between DRBA, ACP, and the National Emergency Managers Association (NEMA). A separate MOU between DRBA, ACP, and the Insurance Institute for Property Loss Reduction (IIPLR) was also completed.

Furthermore, Ms. Carrido is one of the founders and a member of the Steering Committee for the Evansville/Henderson "Disaster Resistant Communities" Program, the nation's first project of this kind. Additionally, Ms. Carrido has also served on NEREP's White House Mitigation Task Force, 1995 (USGS Washington DC) and the ICMA/FEMA Disaster Resistant Communities Task Force (ICMA, Washington DC).

Finally, Ms. Carrido has served on the White House Subcommittee on Natural Disaster Reduction in conjunction with Public Private Partnerships 2000. PPP 2000 is a cooperative effort of the 19 agencies comprising the Subcommittee on Natural Disaster Reduction (SNDR), the National Science and Technology Council (NSTC) and was created by Executive Order on November 23, 1993.

Ms. Carrido pursued her undergraduate degree in Economics from the University of California at Los Angeles, and is a graduate of Stanford University's Executive Bank Management Program. Additionally, Ms. Carrido is an active faculty member of the Business Recovery Managers Symposium presented by the MIS Institute. In addition, Ms. Carrido has acted as an expert witness in the area of disaster recovery and contingency planning for the law firm of Thompson, Hine, Flory, LLP. Finally, Ms. Carrido was a contributing author to the Natural Disaster Management published in the United Nations International Decade for Natural Disaster Reduction (IDNDR) Commemorative Edition 1999.

In addition to her Disaster Recovery and Business Resumption experience, Ms. Carrido has over a decade of expertise in the financial services industry. Her background includes: Strategic, business, and contingency planning; project, product, operations and Total Quality management; systems analysis and development; electronic and retail banking; and data security. In particular, Ms. Carrido possesses an extensive knowledge of retail banking. This experience is a direct result of her participation and involvement in various ATM/POS/EFT development projects for large financial institutions. She has also provided coordination and procedures for the implementation of ATM/POS systems designed to interlink merchants with a financial institution's unique network. Ms. Carrido's financial background includes:

  • Market and research analysis for POS debit programs, ATM networks, and electronic payment systems in coordination with hardware capability.
  • System design, development, and feasibility analysis for EFT/ATM/POS networks for banking institutions.
  • Development and implementation of POS debit card pilot programs with medium size merchants for large financial institutions.
  • Development, reporting, tracking, and administration of: Project, Product, and Operations Management for the implementation of Policies and Procedures, Disaster Recovery Plans, and ATM/POS Systems.
  • Development and implementation of business and marketing plans for financial institutions and consumer product manufacturers.
  • Development and project management for acquisitions and mergers for financial institutions.
